GovTech Hackathon 2025: Innovation connects institutions and serves citizens

From April 11 to 13, 2025, Chișinău became the meeting point of technology, innovation, and public administration.
The third edition of GovTech Hackathon gathered over 100 participants at Tekwill – developers, designers, product managers, tech entrepreneurs, students, and even high schoolers – who worked side by side with public institution representatives to create digital solutions that address real challenges in the governmental sector. The participants were guided by 8 experienced mentors from leading companies and institutions across the country.

Throughout the event, teams worked intensively to build functional prototypes addressing challenges proposed by the Ministry of Energy, Ministry of Health, Ministry of Internal Affairs / National Public Security Inspectorate, National Agency for Quality Assurance in Education and Research, National Center for Animal, Plant Health and Food Safety, and the Organization for the Development of Entrepreneurship (ODA).

The challenges included:

  1. Improving the collection and analysis of electricity consumption data for the Ministry of Energy
  2. Digitizing the application process for the State Animal Registry – for I.P. CNSAPSA
  3. Automating research evaluation processes for ANACEC
  4. Creating a digital solution for the amicable reporting of road accidents – for MAI and CNPF
  5. Automating eligibility validation for entrepreneurial support programs – for ODA
  6. Developing a digital system for scheduling medical consultations – for the Ministry of Health

Each team received mentorship from both local and international experts, access to open data, technical resources, and strategic guidance.

On April 13, 15 teams took to the Tekwill stage for the final pitching session. The jury – composed of professionals from the public sector, innovation, and technology – evaluated the solutions based on impact, scalability, and level of innovation.

Here are the winning teams of GovTech Hackathon 2025:

 🥇Team Inov AI1st Prize, challenge from the Ministry of Internal Affairs / CNPF
Solution: An AI-powered application for the digital amicable reporting of road accidents.

🥈 Team Oda Connect2nd Prize, challenge from the Organization for the Development of Entrepreneurship (ODA)
Solution: A digital module called “Entrepreneurial Support”, designed to automate the eligibility validation process for entrepreneurship support programs.

🥉 Team Prasada3rd Prize, challenge from the Ministry of Health
Solution: A digital platform for online scheduling of medical consultations.

Congratulations to all the teams for their dedication, creativity, and incredible energy!
The hackathon was clear proof that when civic vision meets technological innovation, tangible solutions emerge for a more open government and more efficient public services.

GovTech Hackathon is not just an event – it’s a movement!
It stands as evidence that public administration can be transformed through technology and cross-sector collaboration.

The event was organized by Technovator, in partnership with the E-Governance Agency, under the patronage of the Ministry of Economic Development and Digitalization, with the support of UMAEF – Ukraine-Moldova American Enterprise Fund, the Swiss Agency for Development and Cooperation (SDC), and partners: Aision Tech, Moldindconbank, Tekwill, and Urban Lunch.
