SMEs in Moldova face multiple challenges that limit their growth and competitiveness. Some of the most significant vulnerabilities include a high dependence on imported energy, limited access to financial resources, the need to accelerate digitalization, difficulties in expanding to new markets, and a lack of specialized expertise. These obstacles hinder the sustainable development of the sector and call for strategic solutions to drive innovation and entrepreneurial resilience.
To overcome these challenges, small businesses in the country require continuous support, entrepreneurial skill development, and assistance in market diversification. In this context, Technovator, together with CEFE International, has launched SALTO—an initiative dedicated to supporting SMEs by developing a network of business consultants, facilitating access to consultancy services, and strengthening entrepreneurial competencies for long-term sustainable success. The launch event gathered government officials, entrepreneurs, representatives of local public authorities, and individuals interested in business development.
Dumitru Alaiba, Minister of Economic Development and Digitalization:
“We have a clear and well-defined plan to support entrepreneurs who have made significant progress in the past two years, but there is still much to be done. There is a real need for guidance and consultancy services because running a business is not just about having equipment—it’s about marketing, knowing how to sell, negotiating, adapting to new markets, and exploring new opportunities. For many entrepreneurs, the reality is that a small company means a single person handling everything—accounting, legal matters, and management. In this context, consultancy services like those offered through this initiative are essential. They contribute to strengthening the business ecosystem and are indispensable for accelerating economic development, especially in rural areas.”

From an external perspective, any company can receive recommendations that it may not be able to develop internally. Many entrepreneurs will tell you that they have tried using business development services but were not satisfied with the results, leading them to skepticism and a vicious cycle. We aim to break this cycle and shift towards a positive experience, ensuring that entrepreneurs see real benefits from contracting such services, with the support of the German government. This is why our team wants to analyze service delivery, improve business development services, and move beyond theoretical concepts to practical, necessary solutions that companies and service providers can implement to foster innovation. We are grateful to have consultancy partners like Technovator and are pleased to launch this initiative together.”
Throughout its implementation, SALTO will support entrepreneurs in diversifying their sales channels and expanding into international markets by providing specialized resources and consultancy. The initiative will be carried out in the Edineț, Strășeni, and Leova districts, as well as in the municipalities of Soroca and Comrat.

Selected SMEs will benefit from specialized consultancy, applying the SME Loop methodology—an effective tool that combines structured training and coaching sessions. This cyclical process enables entrepreneurs to reinforce their knowledge and skills through practical application and strategic repetition of learning phases. Throughout the initiative, SMEs will receive continuous support and personalized guidance, giving them the opportunity to implement acquired methods to develop and optimize their businesses.
